The Government Accountability Office (GAO) just certified that California's Clean Air Act EPA Waiver can't be undone by Congressional Review.
This is a huge win that blocks House Republicans' plan to use the Congressional Review Act to undo California's landmark Clean Car Waivers and force us to loosen our emissions standards. And with the Supreme Court's series of rulings stripping the federal EPA's power of enforcement (including the recent ruling about water pollution), the GAO's decision to uphold California's right to impose regulations on the state level is more important than ever.

For over 50 years, eight presidents—Republicans and Democrats alike—have upheld California's right to set stricter emissions standards than the federal government. Since then, California has led the way on clean air, setting standards that 18 states (and D.C.) across the country have adopted, guiding the auto industry's actions, and protecting millions of Americans from coast to coast.
The Clean Car Waivers that were just confirmed are going to clean up air pollution from motor vehicles, the number one source of emissions in California. These waivers will provide $12 billion in public health benefits by reducing premature deaths, hospitalizations, and lost workdays caused by the thousands of tons of fossil fuel emissions that cars release every year.
Trump tried to take these rights away during his last presidency, but California fought back to uphold our clean air regulations. Now, we can celebrate the GAO's decision that California's EPA Waivers aren't subject to the Congressional Review process. But we know that Trump has a record of ignoring legal precedent to get what he wants.
