For 30 years, NHRC has fiercely fought for the health and survival of people who use drugs and uplifted their inherent dignity. But today, harm reduction is under attack like never before.

Across the country, life-saving harm reduction initiatives — including syringe service programs, naloxone distribution, overdose prevention education and compassionate response, and other evidence-based strategies — are being defunded, restricted, and vilified. Heightened unwarranted scrutiny and dangerous misinformation campaigns aren’t just undermining these programs — they’re pushing people further away from the support and services they need.

A wave of federal executive orders and a funding freeze have escalated an already urgent situation. Many organizations in our field rely on federal funds and pass-through dollars, and with an increasingly uncertain economic landscape, sustained support is more critical than ever.

But this isn’t just political maneuvering — it’s a direct attack on all of us. On all people. When life-saving harm reduction programs are defunded or restricted, the consequences ripple outward, impacting families, healthcare systems, and entire communities. Without these critical services, overdoses rise, preventable deaths increase, and infectious diseases spread unchecked.

These reckless rollbacks don’t just stall progress — they erase decades of hard-won gains and put hundreds of thousands of lives at risk. When harm reduction is silenced, families, communities, and frontline service providers are hurt most.
