Nothing suggests a mutual agreement on cyber disruptions with Russian dictator Vladimir Putin has been reached, and the Biden administration last year labeled Russia "an enduring global cyber threat," pointing to the sustained targeting of US government agencies, think tanks, energy, and aviation by the Russian Foreign Intelligence Service.
