MONDAY E'NEWS Legislative Update The first firearms legislation of the 2025-2026 Michigan legislative session moved last week. House Bills 4025 and 4026 would extend the sunset on the sales and use tax exemption for "firearms safety devices" through the end of 2025. This includes gun safes, gun cases, lockboxes, trigger locks, and cable locks. The bills were reported out of the House Finance Committee on a bipartisan vote and will be taken up by the full Michigan House of Representatives soon. We also anticipate action soon on Senate Bill 58 which would provide for firearm safety instruction in the K-12 education curriculum. This bill moved in the Michigan Senate last session with bipartisan support before dying in lame duck. House Bills 4138-4140 were introduced last week to repeal Michigan's Red Flag law that was adopted last session. The Extreme Risk Protection Order Act 2024 Annual Report released last month confirmed our concerns when the legislation was being debated. Over 90% of these orders were filed ex parte, meaning before the accused had a chance to be heard. Even with judges requiring hearings in some of these cases, 77% of these orders were issued ex parte. There is nothing in the report indicating how may restrained individuals harmed themselves or someone else after being restrained. Red Flag orders have been issued against children as young as 6 years old, leading to the seizure of their parents' firearms despite those firearms being properly stored under Michigan's new storage mandates law. MCRGO has submitted bill draft language to Representative Phil Green for technical clean up language in Michigan Firearms Laws. We are also working with NRA-ILA on legislation to benefit concealed pistol license holders. Look for this legislation to be introduced in the coming weeks.
