Declining Enrollment among Multilingual Students Has Affected Most California School Districts

Nearly two thirds of school districts—including eight of the ten largest—have seen enrollment declines among students who have ever been classified as English Learners (ELs). Changes in EL enrollment pose a number of challenges for districts.
