I just unveiled a BOLD plan to protect small businesses and improve the lives of hardworking Georgians.
Over the last year, my administration has dug deep, gathered the facts, and listened to hardworking Georgians, business owners, and job creators about the broken legal system that is holding our state back.
Last session, we took the first step — passing legislation to give the Insurance Commissioner’s office the tools to investigate Georgia’s insurance market.
What they found was alarming:
The five-year average of claims has increased 25%, far outpacing our population growth.
More cases involve legal representation than ever before – driving up costs across the board.
But we didn’t stop at just gathering data.
As a small business owner for over 35 years, I know that policymakers can lose sight of the real struggles faced by the entrepreneurs keeping our economy strong.
That’s why we traveled the state, held roundtables, and listened to job creators firsthand. And what we heard confirmed what we already knew:
Georgia’s legal climate is broken.
❌ Businesses are being forced to settle frivolous lawsuits for hundreds of thousands — sometimes millions — of dollars, just to avoid the crushing cost of litigation.
❌ Hospitals are struggling, young doctors are leaving Georgia, and healthcare costs are skyrocketing.
❌ Vital businesses — from grocery stores to childcare centers — are shutting down, unable to keep up with rising costs.
And YOU are paying the price.
If your town doesn’t have an OB-GYN, tort abuse is part of the reason.
If your local diner has to raise prices or close its doors, tort abuse is part of the reason.
If your car insurance keeps going up, tort abuse is part of the reason.
We need tort reform. And we need it now.
The legislation we introduced today is designed to be bold and effective:
✅ Protect businesses from excessive lawsuits — holding them accountable only for what they directly control.
✅ End phantom medical damages that inflate lawsuit payouts and drive up costs.
✅ Ensure fair trials by preventing juries from being misled by arbitrary pain and suffering claims.
✅ Reduce abusive legal tactics, like allowing cases to be moved after trials have already begun.
✅ Bring transparency to third-party litigation funding that fuels lawsuit abuse.
This is about protecting Georgia jobs, keeping healthcare accessible, and ensuring businesses can thrive — instead of being sued out of existence.
