I’ve been reluctant to use the term “Deep State” as it sounds so conspiratorial and cloak and dagger.
But it’s pretty easy to explain: The Deep State is a portion of 2 million federal workers who choose to obstruct the policies of the President of the United States.
They may not be meeting in secret or even working together. They are men and women paid by us who choose to work against us to promote their own personal agenda.
However, I will leave it to Byron Cohen, a Biden Administration holdover and advisor to the White House Office of Pandemic Preparedness and Response Policy, to explain.

Maybe it took a Harvard PhD like Byron to explain what the Deep State does, but I suspect those tactics are just the tip of the icebeg of what these federal workers are planning to do during the Trump Administration . . . if they don’t choose to resign.
President Trump gets it, and I suspect that's one of the reasons why 2 million government employees received a gracious offer for their resignation.
But we know that many of these federal workers will stay on board to obstruct, delay,, and undermine President Trump's policies over the next four years.
