Here are 10 IRS reforms and policies that must be at the top of the new administration's agenda:

1. Produce a regular report to Congress on where tax code administration is overly complex and can be simplified. 

2. Provide Congress with direct access to IRS technical staff for legislative and rulemaking purposes. 

3. Create a detailed punch list and implementation plan for technology modernization. 

4. Make the IRS Independent Office of Appeals truly independent and accessible to taxpayers. 

5. Permit the National Taxpayer Advocate, an office NTU lobbied for to stand up for taxpayers, to hire her own attorney rather than use IRS lawyers.

6. Allow Congress to decide the future of the Direct File program. The IRS far exceeded its authority to stand up this program when there are far bigger modernization priorities.

7. Halt counterproductive, aggressive litigation strategies against certain taxpayers utilizing lawful tax savings provisions. This is clogging the courts and delaying settlements, needlessly costing the government and taxpayers. 

8. Rescind the proposed supervisory signature regulation that lets the IRS heap penalties on taxpayers without accountability, and follow the “no signature, no penalty” intent of current law. 

9. Rescind unworkable cryptocurrency regulations, including one slated to take effect in 2025. 

10. Publish a dashboard of regular IRS performance metrics and data to inform decision-making. 

These reforms could shift the IRS  from being one of the most unliked government agencies by improving its transparency, modernization, and customer service.
