Talking Points:
1. SB2 will pay ~$30Mil to the Comptroller who will have sole discretion to determine which Certified Education Assistance Organizations, schools, and services will qualify for this program. Parents will not have true autonomy to decide what is best for their child.
2. SB2 allots $1Billion (from YOUR TAXES) for this program, (above and beyond the already existing per pupil state allotment), & will create additional expenses for public education funding (through teacher raises, etc).
3. National Normative ASSESSMENTS will be REQUIRED for any student who utilizes the program (in any school setting, including home school).
4. Only ~100,000 students of Texas’ 6+ million students will have access to this LOTTERY program. This is less than 2% of the ~5.6 Million Texas Students.
ANY student that is eligible for public school enrollment will be eligible to apply for this LOTTERY, including illegal immigrants.
80% of these eligible students must have attended public school for 90% of the preceding year, and either be ‘low income’ (under ~$160,000 household income) or have a disability to qualify.
5. State Agencies or elected officials will be able to impose restrictions or requirements on religious schools to further a compelling government interest if necessary.
