Dear Neighbor,
It is my honor to write to you as our new District 5 representative, fighting for you in City Hall. Since January 8th, I’ve hit the ground running to serve you and work towards the promises I made during my campaign.
When I took my oath of office, I made a pledge to end our city's housing bureaucracy and open-air drug markets by making the government work better for the people. And it is my promise to you that I am committed to always listening to residents and putting people over politics.
In these first weeks in office, progress is already being made towards these goals. I’ve co-sponsored Mayor Lurie’s

Fentanyl Emergency Ordinance because it’s time we treat the fentanyl crisis like the emergency that it is. This legislation will enable us to hire more public safety and public health professionals, expand shelter and treatment beds, and make the Drug Market Agency Coordination Center (DMACC) permanent — intiatives that will hold those dealing deadly drugs accountable for their actions and help those suffering with addiction off our streets and into treatment.
I also introduced a request for a hearing to address the planned closure of the Safeway located at 1335 Webster Street in San Francisco's Fillmore District. This hearing, scheduled for Monday, February 3rd, 2025 at 2:00PM, will be the first City Hall hearing regarding the grocery store’s closure, despite the company announcing plans to cease operation in January 2024. The Safeway closure is already impacting our community, and we must explore all avenues to ensure that basic needs are met and that those affected have a voice in the process going forward.
I know the loss is being felt deeply by residents — my hope is that this hearing provides much needed clarity to us all as we continue to work on short and long term solutions to address food insecurity.
While we have great challenges before us over the next four years, I am confident that through our strength, determination, and collective hope we will create a better tomorrow. Together, we will bring results back to our district.
In service,
Supervisor Bilal Mahmood
