Today, voters in 92 Virginia towns will elect council and mayors. But many of the towns are so small that not enough candidates stepped forward. ([link removed]) Half of the town council elections lack competition, while 12 towns have fewer candidates on the ballot than seats that need to be filled. In the most extreme example, Clinchport (with 41 voters in Scott County), no candidates qualified for five town council seats.
