Dan has said from Day 1 that ALL businesses are essential. Roy Cooper’s position seems to be that some businesses are only essential to Roy Cooper.

And while the governor was getting the snip-snip, his lockdown order took the clippers to small businesses and family budgets across North Carolina. Hundreds of thousands of our neighbors are fighting for their livelihoods, including workers in salons and barbershops.
