Tis the season… to reorganize your county central committees!


It also seems to be the season for replacement conventions as a number of elected officials have chosen this as their season to submit resignations, necessitating a replacement convention. I have already received a number of contacts about these.


While these two types of conventions have similarities, they also have some distinct differences. This article will cover the broad strokes of each, but we will also be offering two Q&A Zoom opportunities to get further guidance. We will add others as needed.

Here are the main differences:

Reorganization conventions are to elect county officers and delegates and alternates to the relevant district committee. These are governed by the state party constitution and bylaws, in particular articles IV, V, and XI. Proxies can be carried by another Republican living in the same precinct. Notices can be via email for precinct members with emails on file. Results are submitted to the state GOP office and the district chair. Reorganizations must be completed no later than 14 days following the general election. The number of district delegates and alternates for 2024 remains the same as for 2022 since there were no statewide elections in the primary this year.


Replacement conventions are governed by Kansas statute, in particular 25-3902 and 25-3905 for most cases. These notices must be by mail, proxies must be carried only by another delegate invited to the convention, and they must be conducted within 21 days of the resignation, regardless of when the resignation is effective. Notarized results are sent by the elected convention chair to either the KSSOS office or the governor’s office, depending on the office replaced.

Harris’ Prosecutorial Record

• While Attorney General of California, Harris targeted pro-life activist David Daleiden after he released a series of videos exposing Planned Parenthood for selling the body parts of aborted babies.

• Harris faced accusations of abusing her office to advance the interests of Planned Parenthood, which has long been a staunch supporter of hers. Harris was running for the U.S. Senate at the time with the backing of Planned Parenthood.

• As California’s Attorney General, Harris backed legislation to force pro-life crisis pregnancy centers to provide referrals for abortion services, violating the religious liberty of faith-based organizations.

• As California Attorney General, Harris held up the sale of a Catholic hospital chain, imposing “unprecedented” conditions on the transaction to side with the SEIU labor union that opposed it

Harris effectively killed the deal, and the Catholic hospital chain later entered into bankruptcy after Harris approved a separate, SEIU-supported deal that left the hospitals burdened with debt and expensive collective bargaining agreements.

Harris’ Anti-Catholic Bigotry

• In 2018, Harris revealed her anti-Catholic bigotry when she suggested that membership in the Catholic and pro-life Knights of Columbus was disqualifying for a federal judicial nominee.

In response to Harris’ bigotry, the Senate unanimously passed a resolution making clear that “disqualifying a nominee to Federal office on the basis of membership in the Knights of Columbus violates the Constitution.”


Harris On Religious Exemptions

• Harris opposed the Supreme Court’s ruling in favor of the Little Sisters of the Poor that upheld the organization’s religious exemption from providing birth control and abortion coverage in health insurance.

• In 2019, Harris introduced legislation to block religious exemptions in health care coverage, stripping away the rights of millions of Americans with religious objections to funding abortion.

Harris On Raising Taxes

• The Harris-Biden administration’s latest budget proposal includes a $4.9 trillion tax hike – the largest in history.

The tax hike proposed by Harris and Biden amounts to $36,000 per American family.

• Harris has repeatedly claimed that their administration would not raise taxes on Americans making less than $400,000 a year.

According to the Joint Committee on Taxation, the “Inflation Reduction Act” raised the tax burden on families making as little as $20,000 a year.

The Tax Foundation found that this legislation would decrease “average after-tax income for taxpayers” at every income level.

Harris On Raising The Business Tax

• The FY 2025 Harris-Biden budget would increase the business tax rate to 28 percent, which the Tax Foundation estimates would kill 128,000 jobs, shrink the economy, and cut wages for low-income Americans.

Known as “the most harmful tax for economic growth,” raising the business tax rate would worsen the competitive position of U.S. businesses and reduce prospects for business investment and workers.

The Harris-Biden tax hike would give the U.S. a higher business tax rate than communist China.

American workers would bear the brunt of the Harris-Biden business tax increase.

By raising the business tax rate, American families would be hit with increased utility bills due to increased costs for utility providers.

When including state taxes, corporate taxes would jump to the second highest in the OECD, after Columbia.


Harris On The Raising Top Marginal Tax Rate

• In 2020, Harris praised Rep. Alexandira Ocasio Cortez’s (D-NY) proposed 70 percent top tax rate as “fantastic.”

• The FY 2025 Harris-Biden budget raises the top marginal income tax rate to 39.6 percent (small business owners often pay business taxes on their individual tax return), which breaks Biden's pledge to not raise taxes on small businesses.

Harris On Taxing Unrealized Gains

• The Harris-Biden FY 2025 budget includes a minimum 25 percent tax on unrealized gains for some Americans – meaning they would have to pay taxes on assets that increased in value even if they didn’t sell it.

• Taxing unrealized gains would likely reduce incentives to invest and hurt the long-term growth of the economy.

• A tax on unrealized gains is opposed by three-quarters of Americans.

• The Harris-Biden FY 2025 budget calls quadrupling the tax on stock buybacks, which would likely discourage investment and burdens every American with a 401k, IRA, or union pension.

Meet The Most Radical, Far-Left Vice Presidential Nominee In U.S. History


WALZ IS A FAR-LEFT RADICAL

Walz believes that “one person’s socialism is another person’s neighborliness” and that he is “more than happy” to be labeled as a “big government liberal.”

Walz is weak on border security and refuses to call what’s happening at the border a “crisis.”

Walz supports sanctuary cities and sanctuary states.

Walz believes that American taxpayers’ hard-earned dollars should pay for illegal immigrants’ health care and college tuition.

Walz has repeatedly called for universal health care.

Walz wants to raise Americans’ taxes – proposing to do so multiple times as governor.

Walz believes in abortion on-demand up until the moment of birth.

Walz wants to weaken election safeguards –criticizing voter ID proposals as “solutions looking for a problem.”

Walz also supports allowing convicted felons to vote before their probation or parole is complete and passing legislation to federalize elections.

Walz is extremely “woke.”

Walz said that it’s “insane” people would be upset with Target for partnering with a satanic designer to promote trans products for children.

Walz has publicly acknowledged his “white privilege” as governor and said that “the office of governor had better be used to not just talk about the problem but to solve the problem” of racial equity.

Walz sympathized with the vandals who tore down a statue of Columbus at the Capitol, and refused to resurrect it.

Walz is a climate radical who wants to phase out fossil fuels.

Walz forced Minnesota to adopt stricter emissions standards for cars, trucks, and SUVs – aligning itself with California – despite objections from auto dealers.

Under Walz’s leadership, Minnesota’s quality of education has steadily dropped.

Walz takes his marching orders from teachers union bosses like Randi Weingarten, and was a member of a teachers union himself.

Walz attacked rural Minnesota as “mostly rocks and cows.”


WALZ IS SOFT ON CRIME

Walz hesitated to commit the Minnesota National Guard for three days while the Twin Cities burned during the riots that followed George Floyd’s death in May 2020.

According to Minneapolis Mayor Jacob Frey and records shown to the Star Tribune, when Frey requested the Guard, Walz said he “would consider it” and “hesitated.”

When Walz was asked why the National Guard was not deployed sooner, he suggested it was Frey’s call, despite having the authority to deploy Guardsmen as governor.

Walz said he was reluctant to mobilize the National Guard as an unwillingness to seem oppressive, saying “I will not patronize you as a white man without living [your] lived experiences.”

Following the George Floyd riots, Walz reneged on providing police with more resources and instead called for “wide-ranging” police reform that included shifting police resources to community groups.

Minneapolis witnessed “new lows” in police morale and saw a 21 percent reduction in officers between 2020 and 2021 after the riots.

WALZ LOVES CHINA

Walz has spent his entire career cozying up to China.

From 1989 to 1990, Walz taught a Chinese Communist Party-approved course in China through a program affiliated with Harvard.

Walz said that he “had never been treated better in his life” than he was in China and that “going there was one of the best things I have ever done.”

Walz said that if the Chinese “had the proper leadership, there are no limits on what they could accomplish.”

In 2011, Walz said he “developed a great admiration for and a close connection with the Chinese people” after teaching there.

From 1992 to 2003, Walz traveled to China nearly every summer, and even got married and “honeymooned” there in 1994.

Walz led annual trips to China for hundreds of Minnesota high school students – calling one of the trips to China “a 15-day adventure of a lifetime.”

In 1993, Walz and the Chinese government jointly sponsored $800 scholarships for seven students to study in China.

Walz can speak Chinese, answering a question in Chinese in 2005 during his congressional exploratory tour and making reservations in Chinse in 1993 for a school group.

Walz served as a visiting fellow at the Macau Polytechnic University – a position he says “helped develop his knowledge of China’s unique international status.”

In 2010, Walz supported a stimulus package that approved $1.5 billion in grants to overseas energy companies, including Chinese firms.

In 2014, Walz welcomed and praised officials from China’s Henan province that were visiting Minnesota as part of a joint cancer research program.

Walz said that he had a “deep respect” for Chinese culture and that “when we [China and the U.S.] work together and when we collaborate together, there’s nothing we can’t solve.”

Years later, Henan province was separately in hot water over its desire to create an AI surveillance database of journalists and suspicious people.

In 2015, Walz traveled to China and Tibet as part of a congressional delegation, and afterwards lauded China’s “spectacular” modernization.


WALZ’S ETHICAL ISSUES, CORRUPTION, AND SCANDALS

Walz covered up Biden’s health, saying that it was “ageism” for Americans to be concerned about Biden’s fitness for office and that he would “take Joe Biden at 100 over any of these guys at whatever age they’re at because he’s delivering.”

In 1995, Walz was arrested for going 96 mph in a 55 mph zone.

A state troopers report found “a strong odor of alcoholic beverage was detected emitting from Mr. Walz breath and person” and that he failed both a field sobriety test and a preliminary breath test.

While Walz was initially charged with driving under the influence and speeding, the charges were reduced to one count of reckless driving under a plea deal.

Walz has claimed in campaign materials that he is a former “Command Sergeant Major” in the Army National Guard despite not completing the requirements to hold the rank into retirement.

Walz did retire as a Command Sergeant Major, but his rank was later officially reduced to Master Sergeant due to his failure to complete the ranks requirements.

While the Minnesota National Guard says Walz is not incorrect for saying he served as Command Sergeant Major, former Minnesota National Guard members hold the opinion that “Yes, he served at that rank, but was never qualified at that rank, and will receive retirement benefits at one rank below. You be the judge.”

Walz has been criticized by three former National Guard members for quitting his po sition in 2005 after the unit was notified on their deployment to Iraq.

Walz claimed that his enlistment was up since he signed up for four years, but according to official documents, Walz actually re-enlisted for six years with a 2007 end-date.

In 2020, Walz disparaged the National Guard as not being “massively trained troops” but rather “19-year-olds who are cooks.”

Walz has continued to maintain a close relationship with Minnesota Attorney General Keith Ellison, despite Ellison’s previous allegations of abusing a girlfriend, his support for Louis Farrakhan, and his comparison of the Bush administration to Hitler’s Germany.

Where are the USSS & FBI Updates on the Trump Assassination Attempt?


The United States Secret Service (USSS) makes me very nervous.


And following the agency's disgraceful failure to protect former President Donald Trump at a rally in Butler, PA, most Americans agree.


The “elite” agency supposed to safeguard our leaders seems more focused on covering its tracks than doing its job. The incident, which left Trump and two others wounded and a retired fire chief dead, exposed glaring weaknesses within an agency that has lost its edge.


We all have seen the Secret Service agent who was too short to shield President Trump on the stage, too chubby to keep up with the rapidly changing event, and fumbling endlessly to holster her firearm.


But she wasn’t the only agent demonstrating incompetence as we’ve all seen the body-cam video of local and USSS barking at each other about who was supposed to be posted on that specific rooftop where that coward had just tried to kill our President and now laid dead from a single high-power rifle head-shot from 450 yards away by a USSS sharpshooter.


And even beyond these breakdowns and then further infuriating was the ending conversation. It was mind-numbing in that the USSS was the controlling entity but then admitted they “thought” local law enforcement was on the rooftop.


What in the world? They “thought”?


It was a tragedy of errors and incompetence. The USSS is specifically responsible for any site at any location when a president, a former president, or a party nominee for president - from any party - is present. And the USSS failed horribly.


Reports indicate law enforcement had identified a suspicious person of interest and then lost visual contact with that person.


The cowardly would-be presidential assassin was spotted by rallygoers as early as 90 minutes before he opened fire, yet the Secret Service did nothing until it was too late. The coward reportedly fired eight rounds before the sniper eliminated him.


This scenario is not just a breakdown; it’s an abject failure of duty. And instead of immediate acceptance of responsibility and accountability, we saw the usual bureaucratic tap-dance which appeared suspiciously like watching a 4-year-old telling his mom he doesn’t need to go to the restroom while shifting his weight rapidly and endlessly from one foot to the other.


Kimberly Cheatle, the now-former Secret Service director, delivered a dismal performance before the House Oversight Committee. She dodged and deflected questions about the incident. Her resignation was inevitable, and it did nothing to restore confidence in the agency.


At a subsequent hearing, acting director Ronald Rowe, Jr., admitted the Secret Service failed in its mission but shamelessly shifted blame onto local law enforcement, offering no real update on the investigation. This passing of the buck is a disgrace.


Rowe and FBI Deputy Director Paul Abbate's recent Senate testimony was equally disturbing. Rowe confessed that agents didn’t spot Crooks on the roof until he started shooting, a staggering admission of incompetence. When pressed by Senator Josh Hawley about firings within the agency, Rowe resorted to the typical bureaucratic evasion, claiming the investigation was ongoing. His response rightly outraged both sides of the aisle.


The fact that the cowardly would-be assassin managed to fly a drone over the rally site without raising any alarms is just the cherry on top of this debacle. Amateur video footage captured by rally attendees shows the coward moving across the roof, with several attendees frantically trying to alert law enforcement—only to be ignored. One officer reportedly attempted to climb up to the roof but backed off when Crooks pointed his weapon at him.


What happened to the communication between agencies at that moment is beyond negligence; it’s gross incompetence. Or it’s intentional malaise.


Some in Congress and conservative media are now questioning whether the Biden administration's emphasis on diversity, equity, and inclusion (DEI) has diluted the Secret Service's standards. It’s not a baseless concern. The agency’s recruitment website boasts about its outreach to various identity groups but says nothing about merit. Morale within the agency has been in freefall for years, as a Washington Post report highlighted three years ago. NBC News recently echoed those concerns, citing difficulties in retaining experienced agents.


This situation is unacceptable. The Secret Service’s failure isn’t just making people nervous—it’s making us all profoundly unsafe. And it got a person killed, two others severely injured, and damn-near killed President Trump.


Winning

Your Kansas Republican Party has made great strides in 2023 and 2024 in the categories where it matters most—winning. There are other critical measurable metrics where success is also quantifiable, however in the final analysis winning is the culmination of many smaller successes and daily disciplines which make winning possible. Winning is the ultimate metric of leadership success, and we’ve been a winning streak!


In fundraising, we’ve enjoyed great success, bringing in nearly $300,000 in July 2024 alone.


Your KSGOP hosted about 150 people in Milwaukee in mid-July for the RNC National Presidential Nominating Convention. While in Milwaukee, we had face-to-face time with Donald Trump, Jr., Ted Nugent, the American Center for Law and Justice (ACLJ), former US Ambassador to Germany, Rick Grenell, former United States Congressman, CIA Director, US Secretary of State, and fellow Kansan, Mike Pompeo, and so many other amazing people.

While there we also got the work done of nominating Donald Trump and JD Vance as our Republican President/VP candidates. While in the Fiserv Forum, the KSGOP also worked diligently to get alternate delegates and guests some time on the convention floor to soak it all in and get some treasured pictures! A huge thank you to those Delegates who graciously gave up their floor passes for a while to let others have that experience.


The party also put in place the Numinar Data Management System and in conjunction with the RNC Data Trust have made the most powerful campaign data management tool in the industry available to all Republican candidates and campaigns FREE of charge. This tool is not free to the KSGOP but we have made it available to our Republican team for free. Over 200 candidates and campaigns were trained this year by Dakotah Parshall, KSGOP Executive Director, who is amazing, and some of those campaigns have 50+ sub-accounts set up. The Numinar system is broadly loved and acclaimed and I am proud to have brought this winning tool to Kansas Republicans.


These, and so many other smaller, but not less important, things have also been done to streamline the party and to make winning all that much easier in November.


And HUGE WINNING is coming!


I wanted to be the KSGOP Chairman for one reason, and you wanted me here for that very same reason: just WIN baby.


And winning is all we’ve done.

UCLA’s “Jew Exclusion Zone” Must End Federal Judge Rules


In a decisive and shockingly necessary ruling Tuesday, a Los Angeles federal district court ordered UCLA to stop enabling and assisting antisemitic protesters who effectively barred Jewish students from large areas of the campus.


The court’s decision results from a lawsuit accusing UCLA of “aiding and abetting” a hostile environment that led to the creation of a so-called “Jew Exclusion Zone.”


The suit stems from events following the October 7 attack in Israel. Anti-Israel activists erected barricades in a central part of UCLA’s campus, blocking access to critical educational facilities.


According to the lawsuit, entry into this zone required individuals to express support for the activists' views and secure approval from insiders—effectively segregating Jewish students and excluding them from campus life.


The suit contends that UCLA’s tolerance of these tactics allowed - and enabled and encouraged - antisemitic discrimination to flourish, noting that the barriers were “designed to prevent Jews from accessing the heart of campus.”


The exclusionary practices not only disrupted students' access to education but fostered a dangerous precedent of religious discrimination on public grounds.


This ruling sends a clear message: universities cannot stand idly by as discriminatory practices take root under the guise of activism. The creation of de facto segregation zones based on religious identity should be recognized for what it is—a blatant violation of civil rights. UCLA’s complicity in allowing such exclusionary tactics is a chilling example of how ideological extremism can erode fundamental liberties if left unchecked.


Even further abhorrent is the fact that university leadership ALLOWED this behavior to occur and that university faculty members contributed to the malaise. Like the air traffic controllers striking during the Reagan Administration, every single person on any university payroll who participated should be fired immediately at any university in America where this occurred.


And yes, this should begin right here in Kansas at any university where these cowardly “protests” lasted more than a few hours.


This swift action would be a great example of authentic leadership.

KSGOP Offers Huge Saving to Republican Candidates in General Elections


With the Republican Primary Elections now behind us, your KSGOP will make our not-for-profit postage mailing rate available to Republican candidates and their election teams.


Those who took advantage of this tool in the primary election saved over a combined $100,000 which remains in their accounts to be used against their Democrat opponents!


Candidates and campaign team members must keep a few facts in mind when using this offer:


1. Mailers may be positive or negative BUT shall not specifically or vaguely name or use the likeness of any other person except their opponent or other prominent public figure.

2. All mailers will be reviewed for content. Approvals will be moved forward and denials I’ll be returned to be reworked. If a mailer is denied, the KSGOP team will be happy to listen to an argument however a final decision will be final.

3. No mail will be sent until the KSGOP has received payment.

Candidates should plan on a 15-working day turn around of mailing a check to KSGOP.

Candidates should plan on a 3-working day turn around if paying via ACH or wire.

KSGOP has no control over the speed, reliability, or dependability of the USPS, so please plan appropriately.

4. All mailings using the KSGOP indicia shall contain the appropriate KSGOP disclaimer for state or federal races.

5. Pricing per piece of mail will likely increase as we get closer to election day and as the work load increases, although the total price per piece will always be less than first class postage.

1. Right-of-Way and Public Property

K.S.A. 25-2711. Placement of political signs during election period. No city or county shall regulate or prohibit the placement of or the number of political signs on private property or the unpaved right-of-way for city streets or county roads on private property during the 45-day period prior to any election and the two-day period following any such election. Cities and counties may regulate the size and a set-back distance for the placement of signs so as not to impede sight lines or sight distance for safety reasons.


2. HOA Sign Restrictions

K.S.A. 58-3820. Restrictive covenants; political yard signs; limitations. (a) On and after the effective date of this act, any provision of a restrictive covenant which prohibits the display of political yard signs, which are less than six square feet, during a period commencing 45 days before an election and ending two days after the election is hereby declared to be against public policy and such provision shall be void and unenforceable.
