Paid Leave Division Seeks Public Input on Program Rules

In 2023 the Minnesota Legislature passed a new law [ [link removed] ], making paid family and medical leave coverage available to Minnesota employees beginning Jan 1, 2026. The law provides job protections and partial wage replacement paid by the state to individuals who are unable to work due to a qualifying condition.

The Paid Leave program is being implemented by a new division at the Department of Employment and Economic Development. The Paid Leave division is drafting rules needed to implement the program. The draft rules fall into the following categories: Opting In, Private Plans, Seasonal Hospitality Employment, Health Care Provider Certification, Safety Leave, Claims Administration, Role of the Employer, Small Employer Assistance Grants, Covered Employment, and Job Protections.

*Paid Leave has the potential to improve the health and well-being of every Minnesotan, and the division is seeking input on rules from a broad cross-section of workers, industries, service providers and advocates*.

How to participate in Paid Leave rulemaking

Attend a virtual listening session

The Paid Leave division is hosting virtual listening sessions around rulemaking this summer on a variety of topics. A full schedule of these listening sessions is published on our website [ [link removed] ] along with instructions on how to register.
