Good Afternoon All!
The 2024 Legislative Session has ended!
Watch my end-of-session video update here!
(This was 5 hours before the midnight deadline).
In the end, this year's session ended in chaos. After nearly three consecutive days of floor sessions, the majority passed their entire agenda in a massive 1,432-page bill that was not available in print or online at the time of passage. This bill started as the tax bill but ended up including nearly ten other committee bills, despite strong objections from the Minority.

Here's what was added to and lumped into the tax committee bill:
- Transportation Policy
- Higher Ed Conference Committee Report
- Energy & Agriculture Conference Committee Report
- Human Services Conference Committee Report
- Health Conference Committee Report
- Paid Family & Medical Leave “Fix-It” bill ($887 million tax increase!)
- Straw Purchase Penalties and Binary Trigger Ban
- Scope of Practice bill
- Property Tax provisions
- State Employee Compensation Policy

The bill was brought to the House Floor with less than an hour before the end of the session. Our caucus made motions to get a copy and have a brief introduction and debate, but the Speaker ignored inquiries, ended debate, and forced a final vote without explanation.
The same scenario then played out in the Senate. This is an unconscionable breach of House Rules and decorum and I remain hopeful that in the future leaders can find balance to get work done for Minnesota the right and more respectful way.
I hope you have a great summer! I look forward to visiting with you during graduation parties, Fire Rescue, Pan O Prog and other community events.
Jon Koznick State Representative
