*THC Bill (E2SSB 5367) Rulemaking Survey*

On June 21, 2023, the Washington State Liquor and Cannabis Board (LCB) filed a CR-101 Preproposal Statement of Inquiry, filed as WSR 23-13-129 [ [link removed] ], initiating the collaborative rulemaking process to implement Engrossed Second Substitute Senate Bill (E2SSB) 5367 (chapter 365, Laws of 2023), concerning the regulation of products containing THC.

Collaborative rulemaking discussions were held in Dec. 2023 to review and discuss regulatory policy options being considered in rules adopted to implement the legislation. The online survey covers information discussed during the stakeholder sessions, providing an opportunity for those unable to attend or contribute to the engagement sessions, to comment.

* *What is the purpose of the survey?*
* To gather feedback from stakeholders on regulatory policy options that may be considered in the proposed rules to implement the legislation.

* *Who should complete this survey? *
* All individuals, businesses, and organizations with an interest in or who may be affected by the rulemaking, either directly or indirectly.

* *How long will it take me to complete the survey? *
* The survey has six (6) multiple choice questions and takes about 5 minutes to complete.

* *When is the survey deadline?*
* The survey deadline is Wed., Jan. 31, 2024, at 11:59 PM.

* *What happens after the survey deadline?*
* LCB staff will review and analyze the survey responses and incorporate survey feedback into draft proposed rules. The draft proposed rules will be available for the public to review and comment and will be followed by another round of stakeholder engagement to discuss the draft proposed rule language.

* *Will there be other opportunities to provide comment for this rulemaking?*
* Yes. LCB offers many different opportunities for the public to participate in policy and rule development. You can find more information on the LCB laws and rules webpage [ [link removed] ].

There are six (6) multiple choice questions. All survey questions are optional.

The survey is anonymous and will not ask for any identifying information, other than affiliation. To ensure the integrity of the survey results, please do not fill out the survey more than once.
