Honoring the Legacy of Justice Sandra Day O'Connor

Justice Sandra Day O'Connor was a constitutional conservative and trailblazer who made lasting impacts on our country. 

This morning, the House held a moment of silence to honor her decades of public service on the U.S. Supreme Court, in the Arizona Senate, and on Arizona State Court of Appeals.

She is gone but not forgotten.

Ending Warrantless Surveillance of Americans

I continued to work with members from both parties of the House and Senate to make major reforms to Section 702 of the Foreign Intelligence Surveillance Act (FISA). FISA 702 authorizes the federal government to intercept electronic communications of non-U.S. persons who are located outside of the United States. It is set to expire on December 31, 2023, if Congress doesn’t reauthorize it. 

While the spying authority may sound good in theory, the communications of Americans are often swept up when monitoring foreign persons and that information is maintained by the Intelligence Community and can then be searched without a warrant. 

There have been 3.4 million warrantless searches of Americans’ communications through FISA's Section 702. In 2021 alone, the FBI misused FISA 278,000 times to spy on American citizens. We must end this violation of our Fourth Amendment, which prohibits warrantless surveillance of Americans by the federal government.

Next week, the House Judiciary Committee, of which I am a member, plans to consider a bill to make significant reforms to the program. These reforms include requiring federal agents to obtain warrants to surveil ALL U.S. persons, reducing the number of FBI employees who are able to search the 702 database, imposing new penalties on agents who abuse FISA to spy on Americans, and includes significant reforms to the Foreign Intelligence Surveillance Court. 

The federal government is additionally abusing another surveillance program called the Hemisphere Project. I recently sent a letter to Dr. Rahul Gupta, Director of the Office of National Drug Control Policy (ONDCP) at the White House, in response to a letter obtained from Senator Ron Wyden (D-OR) to Attorney General Merrick Garland, detailing the invasive surveillance program. 

According to Senator Wyden’s letter, this program, funded by ONDCP, provides government agents warrantless access to trillions of Americans' domestic communications records dating back decades, including callers’ Fourth Amendment-protected location information. 

FISA 702 and the Hemisphere Project reveal how the federal government continues to abuse surveillance programs. There will be many new developments with this fight before the end of the year. I will keep you all posted.

House Freedom Caucus and Senate Conservatives Press Conference on Adopting Conservative Policies

I joined my House Freedom Caucus and Senate Republican colleagues at a press conference to discuss why Congress must fight for conservative policies and principles in upcoming spending bills. We must tackle our nation’s record inflation, end government surveillance abuse, and stem the flow of the border invasion. Democrat policies are only harming our great country.  

I especially thank Senator Rick Scott (R-FL) for organizing this coalition and look forward to continuing fighting for the American people.

House Oversight & Accountability Committee Probe Into Biden Family

The House Oversight & Accountability received and released an email from an independent bank laundering investigator who flagged major concerns over a money transfer from China that funded a $40,000 payment to Joe Biden.  

The investigator wrote in emails the China-Biden payments ‘appear erratic,’ do ‘not publicly appear to have any services rendered,’ have ‘no current business purpose,’ and that ‘China target[s] children of politicians…’ 

These words are important because the investigator conducted this investigation in 2018--long before our committee did. This new evidence, combined with our existing evidence, confirms that Joe knew about, participated in, and benefited from his family cashing in on the Biden name in China.
