The Minnesota Department of Commerce, Division of Energy Resources (?Department?) seeks proposals from organizations or individuals on this Energy Conservation and Optimization Technical Compliance RFP to work closely with the Department?s Authorized Representative to perform the following services.


* Evaluate and update the Minnesota Technical Reference Manual (TRM) for the next (3) iterations of the TRM with work starting on 02/01/2024 including the annual facilitation of the TRM Advisory Committee (TRMAC)
* Complete engineering and technical review of the below items as they relate to the Department?s Energy Conservation and Optimization efforts:
* Prescriptive measure methodology submitted as initial filings or as modifications within the Investor-Owned Utility, or Consumer Owned Utility Filings with a focus on situations with Efficient Fuel-Switching (EFS),
* A selected sample of Minnesota utility custom projects submitted via the statutorily required annual ECO Status Report Review process with a focus on situations involving EFS,
* Relevant Minnesota Efficient Technology Accelerator (ETA) methodology and assumptions within the ETA Energy Savings and Market Progress Evaluation Plan and/or other deliverables,
* Pre-measurement and verification (Pre-M&V) and post-measurement and verification (Post-M&V) of all large custom projects as defined in the Department?s Measurement and Verification Protocols for Large Custom ECO Projects submitted as projects arise, and
* Initial, interim, and final Electric Utility Infrastructure (EUI) Project Information as defined in the Department?s Technical Guidance for Determining Normal Maintenance Activities and CIP Review Process for Electric Utility Infrastructure Projects submitted as projects arise.

A Request for Proposals (RFP) and required forms will be available for download on the Department?s website [link removed]) through the deadline of Friday, December 22nd at 5:00pm CT.?

Applications must be submitted by "no later than" Friday, December 22nd at 5:00pm CT. *Late proposals will not be considered.* Instructions for submitting proposals are detailed in the RFP.

This request does not obligate the State to complete the work contemplated in this notice.? The State reserves the right to cancel this solicitation. All expenses incurred in responding to this notice are solely the responsibility of the responder.
