Protecting Wyoming's
Freedom from Washington's Big Government Tyranny




The Constitution is crystal clear
- if the government wants to conduct surveillance on its
citizens, it needs to get a warrant.

Unfortunately, the federal
government has weaponized the Foreign Intelligence Surveillance
Act (FISA) to violate the people of Wyoming's constitutional
rights by illegally spying on their private communications.

One of most infamous examples of
abuse occurred when the Federal Bureau of Investigation (FBI)
used the FISA process to spy on Former President Donald Trump's
presidential campaign despite not having probable cause, which
was only revealed years later.

These abuses cannot be allowed to
continue.

Senator Mike Lee (R-UT), Senator
Ron Wyden (D-OR) and I introduced the bipartisan Government
Surveillance Reform Act which seeks to reauthorize Section 702 of
FISA for four years, allowing intelligence agencies to continue
using the authorities granted by that law, but with key new
protections against documented abuses and new accountability
measures for when abuses occur.

The ironclad reforms and new
penalties to hold bad actors in our government accountable
ensures that we can maintain America's national security without
trampling all over the rights of the people of Wyoming.

I will always defend the privacy
and freedoms of the people of Wyoming from Washington's big
government tyranny.

Ahead of Veterans Day, my team
had the honor of meeting with Jerry Taylor of Fort Bridger who
served as a Sergeant in the Air Force during the Vietnam War.











He was flown out to Washington,
D.C. by Honor Flight, a tremendous organization that fully pays
for veterans who served between World War II and the Vietnam War
to come to our nation's capital and see their memorials.

I spoke at a Senate Western
Caucus event highlighting the urgent need to unleash American
energy. I also explained the economic pain inflicted on Wyoming
by President Biden's Green New Deal agenda.


























WORKING
IN WASHINGTON



Legislative Actions:


Senator John
Barrasso (R-WY) and I sent a letter to the Centers for Medicare
and Medicaid (CMS) regarding the agency's proposed minimum
staffing standards in nursing homes.

The
administration's one-size-fits-all approach does not account for
the needs of rural states, including Wyoming, and risks leaving
entire communities without health care.


I joined Senators
Mitt Romney (R-UT) and Joe Manchin (D-WV) in introducing the
Fiscal Stability Act which seeks to create a bicameral fiscal
commission tasked with finding legislative solutions to stabilize
and decrease our national debt, which now exceeds $33.6
trillion-more than double what it was just 10 years ago.

I am gravely
concerned that if we do not balance the budget and begin paying
down the debt, my grandkids and future generations in Wyoming
will be stuck under a mountain of debt from which they can never
climb out from.


I joined U.S.
Senators Mike Braun (R-IN) and Kirsten Gillibrand (D-NY) in
introducing the Promising Pathway Act which would help people in
Wyoming with ALS and other life-threatening diseases get early
access to promising treatments.

Red tape
should not get in the way of people in Wyoming receiving the
highest quality of health care, especially if they are suffering
from rare and serious diseases.

IN WYOMING



Working for Wyoming:
The current federal
permitting process for new mining projects is so lengthy that if
a person in Wyoming began the process today, their mine would not
be able to open until 2040. Yet, the Biden administration is
pushing to make the permitting process even more restrictive.

Senator Dan Sullivan
(R-AK) and I sent a letter to the executive director of the
Federal Permitting Improvement Steering Council demanding the
council rescind its latest proposal that limits the type of
mining projects eligible for the improved permitting process
established under Title 41 of the Fixing America's Surface
Transportation Act.

The bureaucratic
backlog in our permitting system has been a disaster for domestic
mining and allowed China to become the leading supplier for 16
critical minerals and 25 other minerals that our nation depends
on. The Biden administration's latest proposed rule would make
America further beholden to China for a wide array of critical
minerals that are essential to our nation's manufacturing,
energy, infrastructure and defense sectors.












GRANT OPPORTUNITIES FOR WYOMING






Dams play an intricate role in
maintaining Wyoming's water supply. Yet, like a lot of
infrastructure across our state, they are aging and in need of
updates and repairs. The Federal Emergency Management Agency
(FEMA) announced $211 million in funding to enhance dam safety
efforts to ensure that communities have the critical
infrastructure needed to protect against future disasters and
prevent future flooding. The Rehabilitation of High Hazard
Potential Dams program is making about $185 million available and
another approximate $26 million will be available through the
National Dam Safety State Assistance Grant Program.


FEMA will post informational
webinars to provide an overview of this year's two dam safety
funding opportunities to help interested applicants. For more
information about dam safety and the webinars, visit FEMA's dam

WYOMING SHOUT OUT






With record amounts of fentanyl
and other deadly drugs pouring across our southwest border, we
have witnessed a concerning rise in overdose deaths in Wyoming.
Drug traffickers, especially along the I-80 corridor, have a new
worst nightmare --Becky, a seven-year-old springer spaniel and
drug sniffing canine for Wyoming Highway Patrol (WHP). During her
time with the WHP, Becky has been involved in several large drug
seizures of fentanyl, methamphetamine and heroin.

Despite her happy demeanor and
friendly smile, Becky is a highly-effective agent of the law. I
know that the Cowboy State is safer because Becky and her
handler, Trooper Andy Martinez, are out there keeping us safe.
