This weekend, tenants scored another victory for the 17 million Californian’s who rent, with the signing of Senate Bill 567 (Durazo) the Homelessness Prevention Act!!
This law strengthens the statewide rent cap (allowable annual rent increase) and just cause eviction protections that we helped win in 2019 with AB 1482 (Chiu) the Tenant Protection Act (TPA). It does this by:
- Reducing the ability of landlords to fraudulently claim “no fault” evictions for “owner move-in” and “substantial renovation”; and
- Dramatically strengthens our ability to enforce the state protections with a public and private ability to sue, receive damages and attorney’s fees (allowing far more lawyers to represent tenants in these cases)
This victory goes first and foremost to the tenants up and down the state who have been organizing and fighting for their housing and their rights – often against all odds.
And it goes to the dozens and dozens of community organizations and tenants’ unions that showed up and showed out. In April, hundreds of ACCE members joined with our hundreds of allies in the Housing Now coalition, traveled to Sacramento to lobby our representatives and take to the streets to put our people power on display and demand action. On Saturday morning in Los Angeles, hundreds of tenants organizing with groups in the Keep LA Housed coalition took to the streets of downtown Los Angeles, with the support of SEIU Local 721, Unite Here Local 11, AFSCME Local 3299, UTLA and the LA County Federation of Labor. On Saturday night, Governor Newsom signed the bill.
Ain’t no power like the power of the people, ‘cause the power of the people won’t stop!
And we couldn’t have gotten this done without the tireless work of Senator Maria Elena Durazo, who led the legislative effort for us in the Capitol, as well as our powerful coalition of partner organizations including co-sponsors California Rural Legal Assistance Foundation, Leadership Counsel for Justice and Accountability, PICO California, Public Advocates, and Western Center on Law and Poverty, a steering committee composed of Housing Now!, Inner City Law Center, the Million Voters Project, PolicyLink, PowerCA and Tenants Together, and over 250 diverse organizations.
This bill doesn’t solve the housing crisis. We still need to secure large-scale public investment in housing that is truly affordable to low income and working families. And we need stronger rent control and laws against landlord harassment.

Este fin de semana, los inquilinos obtuvieron otra victoria para los 17 millones de californianos que alquilan, con la firma del Proyecto de Ley Senatorial 567 (Durazo), ¡¡¡Ley de Prevención de la Falta de Hogar!!!
Esta ley fortalece el límite de alquiler a nivel estatal (aumento de alquiler anual permitido) y protecciones de desalojo por causa justa que ayudamos a ganar en 2019 con AB 1482 (Chiu), la Ley de Protección de Inquilinos (TPA). Lo hace al:
- Reducir la capacidad de los propietarios de reclamar fraudulentamente desalojos “sin culpa” por “mudanza del propietario” y “renovación sustancial”; y
- Fortalece drásticamente nuestra capacidad para hacer cumplir las protecciones estatales con una capacidad pública y privada para demandar, recibir daños y honorarios de abogados (lo que permite que muchos más abogados representen a los inquilinos en estos casos).
Esta victoria va, ante todo, a los inquilinos de todo el estado que se han estado organizando y luchando por su vivienda y sus derechos, a menudo contra todo pronóstico.
Y va a las docenas y docenas de organizaciones comunitarias y sindicatos de inquilinos que se presentaron y se manifestaron. En abril, 800 de nosotros viajamos a Sacramento para presionar a nuestros representantes y tomamos a las calles para exhibir el poder de nuestro pueblo y exigir acciones.
