Here is today's Kansas Commission on Disability Concerns (KCDC) Disability News message.?? As you may already know, the US Department of Health and Human Services has published in the Federal Register a notice of proposed rulemaking (NPRM) for amendments to their regulations for Section 504 of the Rehabilitation Act of 1973, as amended. The Federal Register notice is about 400 pages long, so reading the fact sheet first will make it easier.? The first announcement below is from the Office of Disability Employment Policy (ODEP) Employment First Community of Practice (COP)? and is about the proposed amendments. Also, the US Department of Justice (DOJ) published their notice of proposed rulemaking on regulations for accessibility for state and local government websites and applications (Apps).? On Sept. 7, the U.S. Department of Health and Human Services? (HHS) Office for Civil Rights (OCR) and Administration for Community Living (ACL) published proposed updates to the HHS regulations implementing Section 504 of the Rehabilitation Act of 1973, marking the first comprehensive update to the regulations since they were first put in place more than 40 years ago. For 60 days starting on Sept. 14, HHS is seeking public comment on the proposed rule. Find out more about the proposed update and how you can comment at https://www.acl.gov/504rule. On August 3, 2023, the Department of Justice published a Notice of Proposed Rulemaking (NPRM) proposing to update the regulations for Title II of the Americans with Disabilities Act (ADA) to better ensure web and mobile app accessibility for people with disabilities. The Department is seeking public feedback on its proposal, which aims to clarify how State and local governments can meet their existing ADA obligations as their activities increasingly shift online.
