This month Governor Josh Green signed an update to the Emergency Proclamation relating to Affordable Housing to address Hawaii’s decades-long housing crisis and build thousands of new affordable homes across the state.

It prioritizes the many state and county affordable housing projects, which aim to create thousands of new low-income and workforce housing units throughout the state.


[link removed] [[link removed]]“We listened to the public's questions and concerns and updated the Emergency Proclamation to make it even more clear that it is intended to build affordable housing and for help families affected by the housing crisis,” Governor Green said.

The updated Emergency Proclamation:

— Adds “affordable” housing to the title to make the focus and intention of the Build Beyond Barriers Working Group even more clear;

— Excludes the area affected by the Lahaina wildfires, whose boundaries are marked by the state’s Lahaina wildfire map. This change clarifies that the EP does not apply to the region of Lahaina. The rebuilding of Lahaina will begin only when the residents of Lahaina are ready and according to the timeline they choose;

— Reinstates the state Sunshine Law for Build Beyond Barriers Working Group meetings;

— Restores HRS Chapter 6E relating to the Historic Preservation Law;

— Restores HRS Chapter 343 relating to Environmental Impact Statements;

— Rescinds the exemption for projects larger than 15 acres and less than 100 acres from going before the state Land Use Commission for zoning and other approvals.

“There are some significant updates to the Emergency Proclamation,” said Governor Green. “What is unchanged is our administration’s unwavering commitment to cut red tape and build more affordable homes for the people of Hawaii.”

Governor Green and the Hawaii/Pacific Basin Area Health Education Center also unveiled this month a groundbreaking loan repayment program to address the growing shortages of physicians and other healthcare professionals across Hawaii.

Developed by the John A. Burns School of Medicine, (JABSOM), the Healthcare Association of Hawaii, the State Department of Health and funded by the Hawaii State Legislature, the Healthcare Education Loan Repayment Program (HELP) provides an unprecedented $30 million in educational loan debt repayment to health professionals licensed or otherwise certified to provide care to patients in Hawaii, and will prioritize selecting healthcare professionals with deep ties to our state.

“This announcement is the result of many years of effort,” Governor Green said. “It will go a long way towards helping to end Hawaii’s chronic healthcare shortage."

A diverse list of healthcare professions will qualify for loan repayments starting at $12,500 and capped at $50,000 per year in exchange for two years of full-time or half-time service in Hawaii, providing care for at least 30% uninsured patients.
