House Republicans put together a plan to keep America’s promise to its veterans and provide the necessary funds for military construction to support our national security.
The FY24 Military Construction and Veterans Affairs bill fully funds veterans’ health care, ensures our veterans have access to the medical treatment they deserve, and supports other critical VA programs. Additionally, the bill cuts wasteful spending by prohibiting funds to lobby Congress, promote critical race theory, or carry out the Biden Administration’s executive orders on diversity, equity, and inclusion.
H.R. 4366, the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2024, provides FY24 appropriations for military construction, the VA, and related agencies that honor our commitment to veterans, support a strong national security, and keep the executive branch in check.
Facts about the FY24 Military Construction, Veterans Affairs, and Related Agencies Appropriations Bill:
- Honors our commitment to veterans by:
- Fully funding veterans’ health care programs; and
- Fully funding veterans’ benefits and VA programs, including the electronic health record modernization initiative.
- Supports a strong national security by:
- Providing nearly $800 million above the President’s Budget Request for military construction, focusing investments in the Pacific theater, barracks, and other quality-of-life projects; and
- Maintaining two provisions prohibiting the closure or realignment of Naval Station Guantanamo Bay, Cuba.
- Focuses the Executive Branch on its core responsibilities by:
- Including new provisions prohibiting funds to lobby Congress, promote or advance critical race theory, and carry out divisive Executive Orders.
- Cuts to Wasteful Spending
- Prohibits the use of funds to promote or advance critical race theory.
- Prohibits the implementation, administration, or enforcement of the Biden Administration’s executive orders on diversity, equity, and inclusion.
- Eliminates funding for the VA’s Office of Public Affairs in response to the VA’s inaccurate and politically motivated press releases making false claims about budget cuts.
Not a single Democrat voted to fund veterans' benefits.

There has been talk in the House of Representatives about launching an impeachment inquiry against President Biden amid newly surfaced allegations that suggest his involvement in the business dealings of his son, Hunter.
Article II, Section 4 of the U.S. Constitution, states: "The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors."
The American people "have a right to know" if the criminal bribery scheme allegations are true and whether Biden was tangled up in his son's business dealings.

I started my week in Washington by meeting with the Alliance for Physical Therapy Quality and Innovation to discuss policies impacting access to physical therapy services. Then I met with Reps. Lizzie Fletcher (TX-07) and Troy Carter (LA-02) to discuss our bipartisan Flood Resilience Caucus we launched in June. This caucus will focus on policies to protect American families, homes, and communities from flood damage. Prioritizing and strengthening the resiliency of the Gulf Coast is imperative since it's a question of when—not if—another big storm barrels up the upper Texas Gulf Coast. I am excited to join the Flood Resilience Caucus to ensure our coastlines have the necessary investments to help protect against future storms. Then I addressed the North Texas Commission to discuss the important role the Texas gulf coast plays for the rest of Texas and the entire United States.
On the Energy and Commerce Committee, we had a full committee markup. We advanced bipartisan solutions to bolster America's national security by reducing dependence on China and supporting the next age of American technological innovation. The Committee also advanced bills that will prevent the administration from nationalizing California's attack on internal combustion engines and instead ensure that Americans will choose the cars they drive, not the Biden administration.

Exciting week of community engagements for Team Weber! The Groves Chamber of Commerce presented a ribbon-cutting ceremony for Guber's of SETX, a family-owned local delivery company, for officially joining our network of local businesses. Then Team Weber attended the Golden Triangle Polymers Community BBQ to meet our new Plant Manager and create stronger community ties within Orange, TX. The Friendswood Chamber Networking Breakfast facilitated meaningful connections led by the inspiring Cindy Deaton. Nederland Chamber's Hurricane Preparedness Seminar, featuring distinguished speakers, educated us on disaster readiness. Lastly, Team Weber ended a busy week by celebrating the ribbon cutting and launch of Zoomin-Groomin, the mobile pet grooming service, with the Friendswood Chamber.

For over 100 years our great service academies have produced some of America’s greatest leaders. Not only are these programs producing military leaders, they are also molding better citizens for America. They prepare our youth to be well-rounded leaders and agile thinkers who will take their lessons of discipline and leadership with them into both military and civilian careers.
Part of my privileges as a Member of Congress is that I am authorized to nominate candidates for appointment to the U.S. Service Academies. Every year I look forward to reading those applications. I am always impressed by the character, selflessness, and -- above all -- the devotion to the ideals of our great nation. The honor of attending a service academy comes with the obligation and commitment to serve in the military for a minimum of five years upon graduation.
Each member of Congress may nominate up to ten individuals for each vacant academy slot allotted to our district for appointment to four of the five U.S. service academies: U.S. Military Academy (USMA), West Point, NY; the U.S. Naval Academy (USNA), Annapolis, MD; the U.S. Air Force Academy (USAFA), Colorado Springs, CO; and the U.S. Merchant Marine Academy (USMMA), Kings Point, NY. The fifth service academy, the U.S. Coast Guard Academy (USCGA), New London, CT, does not require a congressional nomination for appointment.
