Legislation advancing in the General Assembly would assign state prison inmates to their last known address instead of where they are incarcerated. VPAP has produced maps ([link removed]) showing the locations of current prisons' headcounts and charts that calculate which legislative districts would stand to lose population after the 2020 Census if the bill were to become law.
