U.S. House of Representatives Adopts Rep. Nehls' Amendment Greetings! I wanted to take a moment to share with you a recap on what happened last week in Texas' 22nd District and the United States House of Representatives. This Week in Washington Rep. Troy E. Nehls' Amendment is Adopted by the U.S. House Of Representatives I'm proud to announce that my amendment to the Federal Aviation Administration (FAA) Reauthorization bill, the Let Experienced Pilots Fly Act, overwhelmingly passed the U.S. House of Representatives 351-69 and now awaits action in the Senate. This legislation would address the worst pilot shortage in recent memory that plagues our nation's aviation industry. The pilot shortage has resulted in airlines canceling thousands of flights and leaving thousands of travelers stranded. Currently, commercial airline pilots are forced to retire at the age of 65 but can still fly corporate and charter jets beyond 65. It's time we raise the mandatory retirement age for commercial pilots from 65 to 67. Read more about my legislation HERE. Reps. Troy E. Nehls and Dina Titus Introduce the CARGO Act From 2011 to 2021, the National Institutes of Health (NIH) shelled out a staggering $2.2 billion in taxpayer money to foreign organizations, with a shocking 90% of these funds never audited by the NIH. To make matters worse, the NIH does not inspect the laboratories that it funds. They simply shell out billions of dollars to organizations that could be torturing animals or wasting funds. This week, Congresswoman Dina Titus (D-NV-01) and I introduced the Cease Animal Research Grants Overseas (CARGO) Act, which would prevent American taxpayer dollars from being used to experiment on animals in foreign countries. This legislation would prohibit the NIH from awarding any financial support to an activity or program that uses live animals in research unless that research occurs in the United States to ensure regular inspections and prompt reporting of violations of animal welfare. A recent report showed that despite its mandate to verify whether foreign facilities that receive grants comply with federal practices, the NIH routinely failed to do so, causing undue harm to countless animals. Taxpayer money should not be used to torture animals—period. Read more about the legislation HERE. Rep. Troy E. Nehls Speaks on the House Floor in Support of Rep. Byron Donalds' Amendment to the FAA Our nation has a crippling pilot shortage that is hurting our aviation industry. The United States Bureau of Labor Statistics (BLS) predicts that 14,500 pilots will be needed every year until 2030 to address this issue. I'm proud to support Congressman Byron Donalds' (R-FL-19) amendment to the Federal Aviation Administration (FAA) Reauthorization bill, the Pre-Pilot Pathway Act, which would help address the shortage of commercial aviation pilots by directing the FAA to create a voluntary apprenticeship program at Part 141 flight schools. Retired, experienced pilots should be able to teach the next generation. This is nothing but common sense. Watch my remarks on the House Floor HERE. Rep. Troy E. Nehls Speaks on the House Floor in Support of Rep. Paul Gosar's Amendment to the FAA Every person should have the opportunity to view and experience our country’s amazing national parks. Sadly, the Biden Administration is attempting to limit the number of air tours at many of our national parks at the request of radical environmental groups. This is simply un-American. I’m proud to support Congressman Paul Gosar’s (R-AZ-09) amendment to the Federal Aviation Administration (FAA) Reauthorization bill, which would allow everyone, including the elderly and disabled, to see our nation’s beautiful national parks. This Week in TX-22 Congressional Youth Academy Applications Are Now Open My office invites all high school students in the 22nd District of Texas to apply for the 2023 Congressional Youth Academy. This academy will have guest speakers from various levels of government to avail students of the pivotal role of lawmakers, experts, and citizens in a representative democracy. The top 50 applicants will receive an intimate and in-depth understanding of the role of our nation’s lawmakers and be asked to provide fresh ideas from the council’s mock Congress. This program is a one-day event intended to bolster student experience and enhance resumes. To allow more students to apply to the Congressional Youth Academy, the date to submit a completed application has been moved to September 23, 2023. The Congressional Youth Academy will now be held on October 21, 2023. More details will be released upon acceptance to the program. The checklist and application can be found on my website. Department of State: Update on Passport Processing Times The Department of State is reporting passport processing times can be up to 10-13 weeks for routine processing and 7-9 weeks for expedited processing. These times do not include mail delivery service estimates. My team would be happy to assist you with your passport issues. If you are planning on traveling internationally soon, please reach out to my district office, (346) 762-6600, at least two weeks in advance of your travel date to allow my casework team optimal time to communicate with Passport Agencies. Service Academy Nominations Are Now Open My office is now accepting Service Academy Nominations. One of the privileges of serving in the United States House of Representatives is the opportunity to nominate outstanding young people from the 22nd Congressional District of Texas to be considered for appointment to our nation’s service academies. Admission to a service academy is a two-tiered process. First, the candidate must meet the minimum standards set by the individual academy. Second, the candidate must complete the congressional application by October 6, 2023, to be considered for an interview in our office with the nomination review board. Please note, the ultimate selection of appointees rests solely with academy officials and is based on their competitive evaluation of all nominees.
