Defending Your
Freedom of Speech




I take the protection of the
privacy and individual liberties of the people of Wyoming very
seriously. Unfortunately, President Biden does not.

His administration has
systematically engaged in a concerted effort to trample on the
Constitution. Perhaps most concerning has been the White House's
efforts to police the free speech of the people of Wyoming on the
internet by colluding with Big Tech.

We have heard from White House
officials and learned through media reports of the massive scale
of the censorship operation attempting to stifle those who voice
the 'wrong' opinion.

This is truly scary stuff.

There are no ifs, ands or buts
about the First Amendment and it is high-time that the White
House and unelected bureaucrats in Washington abide by our
Constitution.

This week, I joined Senator Rand
Paul (R-KY) in introducing the Free Speech Protection Act that
will prohibit federal employees and contractors from using their
positions to censor or otherwise attack speech protected by the
First Amendment.

This legislation will protect the
freedom of speech of the people of Wyoming and prevent the
federal government from engaging in the types of egregious
overreach that have become all too common under the Biden
administration.

If we let the Biden
administration restrict our freedom of speech, there is no
telling what other sacred freedoms they will come for next.

Senator Lummis' Week in Pictures






Senator John Barrasso (R-WY) and
I had the honor of welcoming Ranking Member of the Senate
Agriculture Committee John Boozman (R-AR) to Casper for a
roundtable with local ranchers and producers. During his visit he
also had a chance to tour Miles Land and Livestock.









This was a great opportunity to
showcase what makes agriculture unique in Wyoming. It's important
that Wyoming's interests are well represented in the Farm Bill,
and this visit was the perfect opportunity to highlight the
challenges Wyoming ranchers face.


















I spoke to the National Fair
Housing Alliance about the struggles people in Wyoming face
finding affordable housing and the work I am doing as the Ranking
Member of the Housing, Transportation, and Community Development
Subcommittee to increase access to affordable housing in our
state.

Legislative Actions:


Senator Ben Ray
Luján (D-NM) and I introduced the Responsible Wildland Fire
Recovery Act which would allow the Secretary of Agriculture to
waive all cost share requirements for U.S. Department of
Agriculture (USDA) programs as a result of wildfires started by
controlled burns and other land management activities conducted
by USDA on National Forest System land.

This bill
clears the way for the federal government to properly compensate
Wyoming communities if a controlled burn gets out of control and
causes damage to the very area it is designed to protect.



Major Votes:

Passage of
legislation I co-led with Senators John Thune (R-SD), Mike Rounds
(R-SD), Ben Ray Lujan (D-NM), Jon Tester (D-MT) and Tina Smith
(D-MN), S.70, the Tribal Trust Land Homeownership Act of 2023
would accelerate the review and processing of mortgages on trust
land by the Bureau of Indian Affairs (BIA).

legislation will speed up the BIA's review process to encourage
more lending on tribal lands and create more affordable housing.

Working for Wyoming:
President Biden's war
on domestic energy has caused gas prices to increase by 52% and
killed good paying jobs in oil producing states like Wyoming. I
am committed to doing everything I can in Washington to get
America back on track by restoring our nation's energy
independence.

This week, I
introduced the Small Refinery Relief Act to decrease the burden
small refineries, like many in Wyoming, face when complying with
the Renewable Fuel Standard (RFS). This bill would allow for
small refineries to generate additional compliance credits, which
would help small refineries meet their obligations under the RFS.

a star-studded lineup to cap off each day of the rodeo except

GRANT OPPORTUNITIES FOR WYOMING






The U.S. Department of
Agriculture (USDA) Rural Development Office announced key
information to help rural lenders in Wyoming apply for loan
programs under the OneRD Guarantee Loan Initiative in Fiscal Year
2024.
Through the OneRD Guarantee Loan
Initiative, USDA modernized its guaranteed lending rules and
processes to increase private investment in rural businesses and
economic development projects throughout Wyoming. This initiative
also helps to improve customer service within four flagship loan
guarantee programs. Only lenders are eligible to apply.
Eligible entities can negotiate
rates and terms for their specific loan needs with the commercial
lender of their choice. The lender can apply for a USDA loan
guarantee that will give them more security to make financing
available to the entity.
Ahead of Fiscal Year 2024, USDA
is providing guarantee percentages, annual fees, periodic
retention fees and optional construction fees to help lenders
apply for Rural Development's four flagship loan guarantee
programs:


Water and Waste Disposal Loan
Guarantees Program
Community Facilities
Guaranteed Loan Program
Business and Industry
Guaranteed Loan Program
Rural Energy for America
Guaranteed Loan Program


The fees are effective Oct. 1,
2023.
For a complete list of fees and
percentage changes, see page 42909 of the July 5 Federal
Register. If the fees need to be adjusted after passage of the FY
2024 appropriations, the agency will publish a subsequent notice.










WYOMING SHOUT OUT






Congratulations to Wyoming Army
National Guard Field Artillery Radar Operator Spc. Luke Harrison
who was recently named the top enlisted soldier in the U.S. Army
National Guard! Spc. Harrison won a grueling week-long
competition in Alaska that tested soldiers' physical fitness,
shooting, medical knowledge, navigation and other skills.

Along with the other top five
competitors, Harrison will form a squad that will represent the
Army National Guard in the upcoming U.S. Army Best Squad
Competition scheduled for this fall.

Luke, Wyoming is so proud of you
and we are extremely grateful for your service to our nation.
