Guarding Your Constitutional Rights ANALYSIS | Reforming the Governor’s Partial Veto: How Should It Be Done? The biennial state budget process for 2023-25 has concluded, with Governor Evers signing the budget, but not without issuing 51 partial vetos. These vetoes included several significant actions that left a lasting impact. Notably, the Governor vetoed a historic $3.5 billion income tax reduction, and employed a creative, yet arguably undemocratic approach to increase school funding for an unprecedented span of 400 years. To preserve the separation of powers and eliminate any ambiguity in the law, the legislature should strongly consider adopting a constitutional amendment. But what might an amendment look like? We explore that further in our newest analysis, just released today. 📺 Check out this Fox Digital interview with our very own WILL Deputy Counsel, Lucas Vebber, to learn more. Learn More Here NEW | Equality For All Agenda WILL just launched the “Equality for All Agenda” last week, calling for the repeal of all race-based laws and programs, following the Supreme Court’s decision in Students for Fair Admissions v. Harvard. Our report specifically examines state programs and laws in Wisconsin with explicit race-based eligibility criteria. 🗯 Rick Esenberg, WILL President and General Counsel, stated, “The Constitution demands equal treatment for all. Today represents just the first step–our work provides not only a model for Wisconsin, but for the entire country.” 🗯 Dan Lennington, WILL Deputy Counsel, also added, “Too many laws and programs exclude or prioritize citizens based on race. This must end. The ‘Equality for All Agenda’ provides a roadmap for legislators to ensure that our laws are colorblind, and that no citizen’s race is a disadvantage.” 📰 To learn more about this new priority, listen to Lennington's interviews with Vicki McKenna and Meg Ellefson. There’s a common narrative from choice detractors that expanding private schools hurt public schools, and he explores that premise. ✍️ "Contrary to the doom-and-gloom predictions of some choice opponents, we found that there was no impact on math outcomes, and a positive relationship to reading outcomes—as choice enrollment in a district increased, so did public school test scores."
