Overview and Best Practices of Institutional Controls
under EGLE's Cleanup Programs

When remedial or corrective actions completed under Michigan?s two environmental cleanup programs (Part 201 ? Environmental Remediation and Part 213 ? Leaking Underground Storage Tanks) do not satisfy unrestricted residential cleanup criteria, a person may rely upon the imposition of institutional controls (ICs) to prevent exposure to environmental contamination left in place at a property. Staff from EGLE?s Remediation and Redevelopment Division (RRD) will provide an overview and best practices of commonly used ICs, such as restrictive covenants and ordinances, identify available resources and when IC Technical and Program Support (TAPS) Team review is required, and introduce an alternative IC for groundwater and the circumstances when it may be used.
*Who should attend?
*Environmental regulators at all levels of government, responsible parties, current site owners and operators, environmental consultants, and prospective purchasers of property such as developers and their agents. Other stakeholders who have an interest in a property can also attend this presentation to help understand the principles of institutional controls used under EGLE's cleanup programs.
