MEMORANDUM: Kaine for Virginia 2024 Campaign Strategy

I. PATHWAYS TO VICTORY

We’ve analyzed the data from the 2016 presidential election, Governor Northam’s 2017 victory, Tim’s 2018 campaign, the 2020 presidential election, and Governor McAuliffe’s 2021 race -- and here’s what we know: Senator Kaine has a clear pathway to victory in 2024. To secure a strong win, we must reach out to young and newly registered voters, re-engage drop-off voters to increase electoral participation and communicate well with our base voters across the entire Commonwealth, from Abingdon to Arlington.

II. KEY COALITIONS

Senator Kaine has hundreds of thousands of supporters across Virginia -- in 2018, nearly 2 million votes were cast for him. We are committed to engaging our base voters and creating a campaign that welcomes and encourages support from all communities and coalitions, no matter who they’ve voted for in the past. We’ll focus on building campaign materials and outreach that resonates with all voters -- in a variety of languages, and hosted on platforms that are accessible to every age and demographic. To start, we’ve printed this palm card -- a key informational card to share with voters at campaign events -- in English, Spanish, Korean, and Vietnamese.

III. ONLINE INNOVATION

In the 2024 cycle, having a robust online and digital presence isn’t just a “nice to have” -- it’s an absolute imperative. To ensure we have an accessible and wide-reaching online program, we’re committed to investing in new digital tools and technologies, training staff members and volunteers on digital best practices, and using every online resource available to reach more voters -- including microtargeted advertising, omnichannel digital outreach, and sequential online messaging to guide voters through education, persuasion, and turnout.

IV. FUNDRAISING

To accomplish all of this and run a strong program that sends Tim back to the Senate in 2024, our campaign needs to raise at least $20 million this cycle. We’ve already started a wide-reaching fundraising operation, supported by a strong finance and online team and a committed group of donors. But in order to get to our enormous goal, we will need to increase fundraising efforts each month -- staying on track with mid-month, monthly, and quarterly goals is critical if we’re going to fund a strong victory next November.

Well, I hope that gives you some insight into our plans for the next 17 months. And while that may sound like a long time, with the Republican attacks on Tim that we’re seeing flow in -- along with the massive campaign war chests that the GOP has ready to deploy -- the truth is that we’re already in the thick of this re-election effort.
