** Welcome to the May edition of The Moran Minuteman.

This monthly newsletter is our way of recognizing extraordinary efforts in Texas Congressional District 1 and providing an inside look into what happens behind the scenes in the life of a Congressman.

Most of us remember the Schoolhouse Rock video “How a Bill Becomes a Law ([link removed]) .” The storyline provides an excellent introduction to our legislative process, but many of the nuances, understandably, are left out. One of those is the idea of original cosponsors.

Generally speaking, Members of Congress cosponsor legislation to signal support, and they can sign on as a cosponsor at any point from when the bill is first introduced to when it is passed by the House. However, original cosponsors of major initiatives are typically reserved for Members who took an active role in developing the legislation.
Earlier this month, I was honored to be one of just eight original cosponsors - and the only freshman cosponsor - of the Secure the Border Act of 2023. My legislation, the Visa Overstays Penalty Act, was included in this important bill, which we considered in the Judiciary Committee on April 19th. The House is doing our job to secure the border - we just need the Democrats in the Senate and the President to step up and do their jobs.


** Congratulations to our May Minuteman -

When I think of East Texans, I think of the Minutemen of the Revolutionary War ([link removed]) . Loyal to country and community, dependable, selfless, and ready at a moment’s notice, the Minutemen were American heroes who helped turn the tide of the Revolutionary War. Today’s East Texans reflect those traits. You are patriotic, dependable, and deeply committed to making our communities better.

Each month, I will recognize an East Texan who has gone above and beyond in serving our region - someone who epitomizes the identity of a Minuteman. In addition to recognition in the monthly newsletter, we will send the person a Moran Minuteman t-shirt.

This month’s Minuteman, Courtney Klepfer, has devoted her time and energy to supporting the senior community. Through both her business and her volunteer work, Courtney has improved the lives of seniors across East Texas. Courtney was instrumental in making Tyler just the second Texas city recognized as a Dementia Friendly Community. She serves as the Chair of the Senior Resource Committee for the Tyler Area Chamber of Commerce, and she is a member of both the development committee for the Alzheimer’s Alliance of Smith County and the Alzheimer’s Support Auxiliary for People.

“Courtney has an extreme passion for our seniors, and it shows through her tireless efforts to provide a high quality of life and bring joy to the elderly community across East Texas,” Stephanie Taylor, Executive Director of the Alzheimer’s Alliance of Smith County, said. “Without a doubt, Courtney always goes above and beyond to serve others and is a shining light in the East Texas community” she continued.
