*Seeking Representative for Skagit County Boundary Review Board*

 

Skagit County is seeking an applicant to fill a vacant seat on the Boundary Review Board (BRB), a body that provides local, independent review of certain actions proposed by cities, towns, and special purpose districts (e.g. water, sewer districts, etc.) in accordance with RCW 36.93. The actions that most come before the Board are annexations. The BRB consists of five total volunteer members who are appointed by the Governor (two appointments), local cities (one appointment), the County (one appointment), and local special purpose districts (one appointment). The ideal candidate is knowledgeable in the Growth Management Act (RCW 36.70A), the Open Public Meetings Act (RCW 42.30), and the Appearance of Fairness Doctrine.  

The Boundary Review Board functions independently and does not represent county interests to the exclusion of the interests of other parties involved in the process. The BRB offers affected jurisdictions and residents the only independent review of proposed boundary changes and its jurisdiction is invoked only when there is a dispute regarding a proposed action.

Potential board members should have the ability to evaluate technical planning and environmental documents, economic reports, and testimony from the public. Additionally, a candidate must have the ability to apply state statutes to decision making.

The Boundary Review Board benefits from members who offer diverse backgrounds and can share both professional and residential experiences in Skagit County. An applicant cannot be a Skagit County official, employee, advisor, or consultant, and:


* Must be a Skagit County resident;
* Should bring a commitment to making Skagit County a beautiful place to live and work;
* Should be able to attend scheduled board meetings and hearings (generally four per year, although possibly more)

This appointment expires on June 30, 2025.
