We are so proud of our Democratic legislators who worked tirelessly to improve life for New Mexicans in the 2023 Legislative Session. From fundamental rights to environmental progress toward long-term climate goals - Democrats in the NM House and NM Senate and Governor Michelle Lujan Grisham delivered.
Here are just a few key highlights:
Support our continued efforts to keep passing winning legislation that helps all New Mexicans by rushing a donation to DPNM. [[link removed]]
First and foremost, Democrats passed HB4, the NM Voting Rights Act [[link removed]] , which expands access to the ballot box and makes it easier for all eligible voters to participate in our democracy. The VRA creates a permanent opt-in absentee list, improves and expands secure voter registration, removes barriers in Tribal communities, restores voting rights for previously incarcerated individuals, and requires at least two secure ballot drop boxes per county for absentee voters. This historic victory for election accessibility ensures that every New Mexican can exercise their right to vote.

We also stood up for reproductive rights and access to abortion [[link removed]] , protecting these fundamental rights for everyone in our state with the Reproductive and Gender-affirming Health Care Freedom Act. HB7 guarantees that every New Mexican can receive the critical abortion and gender affirming care they need. SB13, the Reproductive Health Provider Protections, codifies Governor Michelle Lujan Grisham’s 2022 executive order to protect confidential health care information of the patients and providers who receive and give gender affirming or reproductive care, including abortions, protecting them from criminal liability and discrimination. Our party recognizes that reproductive healthcare is a basic human right and we will always fight to protect it.

In addition to these monumental achievements, Democrats created and passed the budget [[link removed]] that makes the largest investmentsr in state history. This budget makes across the board improvements to life for New Mexican families, sets up students for success, makes great strides toward long term climate goals, makes health services more accessible, supports CYFD, builds infrastructure, and makes communities across the state safer. It also funds a new Land of Enchantment Legacy Fund dedicated to Conservation and increases Medicaid funding by almost $250 million.
Also, with pay raises for educators, major increases in funding for public schools, and full funding for the Opportunity Scholarship, this budget puts record state revenues to work for the future of New Mexico's children. Furthermore, the Democrats’ tax package [[link removed]] eases the burdens for New Mexican families by instituting equitable tax reforms for working families, boosting business, and incentivizing clean technology. It reduces a capital gains tax break, which benefits the highest earners and flattens the corporate income tax so companies pay their fair share. It also increases the child income tax credit significantly up to $600 per child and provides tax rebates to all New Mexican taxpayers, with $500 for single filers and $1000 for joint filers. On top of that, it lowers the gross receipts tax so businesses won’t have to pass these costs on to everyday consumers.
Democrats also passed a slate of environmental protections bills, like Senate Bill 53 , protecting New Mexico from radioactive contamination by prohibiting the storage of nuclear waste without the State’s consent. Senate Bill 9 creates the Land of Enchantment Legacy Fund, a new permanent fund for outdoor and conservation programs. Also, to help northern New Mexico communities recover from the most destructive fire in state history, Senate Bill 6 establishes the Hermits Peak-Calf Canyon Recovery Fund, which appropriates $100 million for no interest loans to the communities most impacted by these fires.

Democrats made progress on commonsense gun safety. HB 9 - The Bennie Hargrove Gun Safety Act , led by sponsor DPNM Secretary and State Representative Pamelya Herndon, protects children from gun violence and tragic accidents by making sure adults store their firearms responsibly. The bill is named in honor of Bennie Hargrove, the Albuquerque middle school student fatally shot in 2021 by a classmate who used his father’s improperly stored gun. This is a commonsense measure that will prevent tragic accidents and school shootings before they even happen.
House Bill 306 prevents the unlawful purchase of a firearm by one individual for another who cannot legally have one, or a “straw purchase” to cut down on violent crime and gun violence.

In addition to the budget’s major investments in education, Senate Bill 4 -The Healthy Universal School Meals for Children Act will provide free and healthy breakfasts and lunches to all public school students in New Mexico, regardless of their economic status. Also, House Bill 134 will supply free menstrual products in the bathrooms of public schools.

All these legislative accomplishments are only possible because New Mexicans put in the work to elect Democrats up and down the ballot across the state. This is the progress Democrats promised and delivered for the voters of New Mexico.
These victories are a testament to the hard work and dedication of our Democratic lawmakers and our commitment to creating a better New Mexico for all. But we cannot rest on our laurels.
